LGBTQ+ Travel in Rwanda: A Safe and Welcoming Destination?
Rwanda has proven to be a generally safe and welcoming destination for all travelers, regardless of their sexual orientation. In our experience, LGBT visitors rarely encounter issues related to their identity, as personal matters, including sexual orientation, are typically considered private.
Rwandans are known for their hospitality, and tourism plays a significant role in the country’s economy. While public displays of affection—whether between heterosexual or same-sex couples—are not common in Rwandan culture, visitors who are discreet and respectful of local norms generally experience an uneventful and enjoyable trip.
LGBTQ+ Rights and Legal Framework in Rwanda
A Look at History and Legal Status
Historically, same-sex relationships existed in pre-colonial Rwanda, particularly in royal courts. However, with the arrival of colonial rule and conservative Christian influences, these relationships became less accepted over time.
In 2009, the Rwandan government debated whether to criminalize homosexuality, but no such law was enacted. Today, homosexuality is not illegal in Rwanda, although same-sex marriage remains unrecognized.
The country has made progress in acknowledging LGBT rights, setting it apart from many of its regional neighbors:
- 2011– Rwanda signed the UN statement condemning violence against LGBT people, joining a handful of African nations in supporting LGBT rights.
- 2016– President Paul Kagame delivered an outspoken address stating that living as an LGBT citizen in Rwanda “…hasn’t been our problem. And we don’t intend to make it our problem”
While legal protection for LGBT individuals remains limited, Rwanda’s stance is notably more progressive compared to some of its East African neighbors, where homosexuality is criminalized.
Attitudes Towards LGBT Travelers in Rwanda
While Rwanda has no laws against homosexuality, the subject remains taboo in many communities, particularly in rural areas. Social acceptance is growing in urban centers like Kigali, which has a small but emerging LGBT community.
However, some cases of discrimination and harassment have been reported, especially against openly LGBT Rwandans. One notable incident involved the 2017 arrest of an LGBT activist at Kigali International Airport, widely believed to be an act of harassment. That said, incidents involving foreign travelers are very rare, and the vast majority of LGBT visitors encounter no problems.
In hotels, lodges, and safari camps, staff are accustomed to welcoming guests from diverse backgrounds. Over the years, we have never heard of any accommodation in Rwanda refusing service based on sexual orientation.

To ensure a smooth and enjoyable trip, here are some practical tips for LGBT travelers:
- Respect Local Norms– While Rwanda is relatively progressive, overt displays of affection (for both heterosexual and same-sex couples) can attract unwanted attention, particularly in rural areas.
- Stick to Urban Areas for a More Open Atmosphere– Kigali, as the capital city, has a more tolerant and diverse population.
- Stay Informed– Check travel advisories from sources like the UK Foreign & Commonwealth Office (FCO) or the International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) for updates on local laws and customs.
- Discretion Can Be Beneficial– Although you are unlikely to face legal issues, exercising discretion in more conservative settings can help ensure a trouble-free experience.
Final Thoughts: Is Rwanda LGBT-Friendly?
Compared to neighboring countries like Uganda, where anti-LGBT laws exist, Rwanda is relatively open and safe for LGBT travelers. While there is still social stigma, especially in rural areas, visitors generally experience no direct discrimination.
